Actually, that's really good advice whether you're unemployed or not. Which dog would you rather give the treat, the one that barks at you or the one that wags at you? It's a good survival strategy in many cases. Of course, if someone threatened to harm you, baring your teeth might be wise.
Anyhooo... pay attention to bumper stickers, and try to be happy.
